What is the EU/EEA threshold (EØS-terskelverdi)?

The EU/EEA thresholds are value limits above which a public procurement must be announced across the EEA on TED and follow the stricter procedural rules. They are set by the EU, revised every two years, and differ for central government, other public buyers, utilities and construction works.

How the thresholds work

  • Below the national threshold, buyers have few procedural duties.
  • Above the national threshold, the competition must be announced on Doffin.
  • Above the EU/EEA threshold, it is also published on TED and the stricter rules for procedures, deadlines and standstill apply.
  • Construction works have a much higher EU/EEA threshold than goods and services, and health and social services have their own.

Where to find the current values

The values change every two years and are converted into Norwegian kroner. The Norwegian Agency for Public and Financial Management (DFØ) publishes the current thresholds on anskaffelser.no. Tenderen does not repeat the figures here so they cannot go out of date.

What it means for you

Above the threshold you get longer deadlines, the ESPD as the standard self-declaration and a standstill period before the contract is signed, which is when you can complain about the award.

Frequently asked questions

How do I know whether a tender is above the threshold?
The notice states the procedure, and above-threshold competitions are also on TED. In Tenderen you see the source and procedure type on every tender.
