Tenderen vs Cobrief
A Cobrief alternative that doesn't count your tenders
Cobrief is an impressive Norwegian challenger: free tender alerts, AI writing, product and CV matching and market insight, built by a self-funded Oslo team. Tenderen competes on data depth and workflow: win probability calculated on 750,000+ real contract awards, dedicated consortium workspaces for bids with several companies, 25 languages — and AI quotas that reset every month instead of a yearly per-tender counter.
In short
Cobrief is one of the strongest Norwegian challengers in the tender market: free tender alerts, AI evaluation and AI writing, automated product and CV matching and market insight — built by Cobrief AS in Oslo, founded in 2023 and self-funded. The differences sit in three places. Model: Cobrief measures AI capacity per tender per year, with the number of AI tenders depending on plan, while Tenderen's quotas apply per operation and reset every month, with no yearly counter on how many tenders you work on, and unlimited use on Enterprise. Data: Tenderen calculates win probability on 750,000+ tracked awards since 2020 and monitors contracts with estimated expiry — Cobrief's Market insights shows who won; Tenderen scores whether you can win. Workflow: Tenderen has dedicated consortium workspaces for joint bids with several companies, which we have not found at Cobrief as of August 2026. If you need automated price-schedule filling from a product catalogue, Cobrief is ahead there today; both offer competence matching of CVs against staffing requirements. Both can be tried for free — test them side by side.
At a glance
How they compare in practice
Beyond the feature list — what the difference means day to day
Find and monitor tenders
Tenderen
Doffin, TED and BOAMP (France) combined in one search and one alert stream — 200,000+ indexed tenders, with daily email alerts already on the free plan and real-time alerts on Pro. Saved searches with CPV codes and geography cover all three sources at once.
Cobrief
Cobrief made tender alerts free in a market where they have long cost money — that deserves credit, and their free alerts are real. They collect from Doffin, TED and national portals in 8 countries; if you bid in markets where national portals cover below-threshold competitions, such as the Netherlands or Finland, that source breadth can be a real argument.
AI writing — and how quotas are counted
Tenderen
Tenderen's AI quotas apply per operation and reset every month: Pro gives 50 document analyses and 20 AI drafts per month, Enterprise is unlimited. No counter on the number of tenders — if you work on thirty bids a year, none of them count against an annual quota. The editor is built for real-time co-writing with requirement checks along the way.
Cobrief
Cobrief's AI writing is real and mature: first drafts based on your previous bids and knowledge base, templates and rewriting tools — they themselves claim "80% faster bid writing". But AI capacity is measured per tender per year: around 5, 20 or 60 AI tenders depending on plan (as of August 2026). If you bid on more tenders than your plan covers, you have to upgrade or ration.
Product, price and CV matching
Tenderen
We'll be honest here: Tenderen does not offer automated product picking or price-schedule filling from a product catalogue today. CV matching we do have: the requirements overview ranks the CVs in the asset library against each staffing requirement — years of relevant experience, certifications, languages and education — and shows why each candidate scores as they do, at no AI cost and on all plans. It is rule-based and explainable, not a black box.
Cobrief
This is Cobrief's most distinctive strength: automated product matching and price-schedule filling from your own catalogue (they claim up to 50% automated and "5x faster product picking") and automated CV and competence matching for staffing bids ("10x faster", by their own account). If you sell goods with large price schedules or deliver consultancy bids with many CVs, you should evaluate Cobrief on exactly this.
Market insight and win probability
Tenderen
Market Radar is built on 750,000+ tracked contract awards since 2020: contracts with estimated expiry, framework agreements, competitor mapping — and win probability calculated on real award data. The difference in one sentence: Cobrief shows who won; Tenderen scores whether you can win.
Cobrief
Cobrief's Market insights is a genuinely competing insight product: award tracking, who wins and loses, which companies partner on bids, and a buyer overview. Win-probability scoring and a dedicated radar for expiring contracts, however, we have not found at Cobrief as of August 2026.
Collaboration and consortium bids
Tenderen
Tenderen has both real-time co-writing in the editor and dedicated consortium workspaces: when two or more companies bid together, you get a shared space across company boundaries — with roles, tasks and shared documents.
Cobrief
Cobrief has solid collaboration support within one company: comments, tasks, real-time collaboration, access control and contributor roles. A dedicated cross-company consortium workspace we have not found as of August 2026 — Market insights shows who partners, but actually running a joint bid is something else.
Price, transparency and model
Tenderen
Free plan, Pro at €129/month (€1,290/year billed yearly) and Enterprise at €400/month (€4,000/year billed yearly) — openly published, a 14-day Pro trial (card collected at checkout), and no lock-in. The quota model is predictable: it follows your month, not the number of tenders you bid on.
Cobrief
Cobrief deserves praise for open pricing — rare in this industry. Its plans and prices are published on cobrief.com/priser. Note that AI capacity is tied to the number of tenders per year — work out your own tender volume before choosing a plan.
Choose Tenderen if
- You bid as a consortium or joint venture and need a shared workspace across companies
- You want win probability and an expiry radar built on 750,000+ real awards — not just to see who won
- You don't want to count AI tenders: quotas apply per operation and reset every month, and Enterprise is unlimited
- You work across languages — 25 languages in the platform, with full Norwegian and Norwegian CPV codes
- You want e-signature and spend management in the same platform (Enterprise) instead of separate tools
Cobrief may be worth considering if
- You sell goods with large price schedules — automated product picking and price-schedule filling is a genuine strength of theirs
- You only need free tender alerts — Cobrief offers them for free
- You bid in markets where Cobrief collects from national portals in addition to TED, for example the Netherlands or Finland
- You want to test an autonomous AI agent (Bid Manager Agent) that takes care of parts of the bid process
Considering a switch — or both?
Both platforms can be tried for free. The most honest test is to run them side by side on a real tender
Try side by side
Start Tenderen's 14-day Pro trial (a card is collected at checkout; cancel before it ends and you pay nothing), and test both platforms on the same real tender. Look at match quality in search, draft quality in the AI writing and how well the insight answers whether the tender is worth bidding on.
Recreate searches and alerts
Set up your industry, CPV and geography filters in Tenderen — it takes a few minutes, and the same saved searches cover both Doffin and TED in one alert stream.
Upload previous bids
Add your winning bids and standard content to Tenderen's content library, so the AI assistant writes drafts based on your own material — and the team no longer has to hunt for the last version in email threads.
Frequently asked questions
What is Cobrief?
Cobrief is a Norwegian tender platform from Cobrief AS in Oslo, founded in 2023. The platform covers tender search and free alerts from 8 countries, AI evaluation (go/no-go), AI bid writing, automated product and CV matching, an autonomous Bid Manager Agent and market insight. The company is self-funded and growing fast, and mentions customers such as Knowit, Oda and Hafslund on its website. Note that this page is about Cobrief AS (cobrief.com) — not other products with similar names.
Isn't Cobrief just a writing tool?
No — that would be an outdated description. Cobrief started with AI bid writing, but in 2026 it is a full platform: search, free alerts, AI evaluation, writing, product and CV matching, market insight and collaboration. If you compare the platforms, compare them across the full breadth — which is what we do on this page.
What does Cobrief cost?
Cobrief publishes its plans and prices on cobrief.com/priser: a free plan with alerts and several paid tiers, where AI capacity is measured per tender per year. Prices change, so check current terms on cobrief.com.
What is the difference between the AI quotas?
The models measure different things. Cobrief measures AI capacity per tender per year: your plan decides how many tenders you can use AI on annually (around 5, 20 or 60, as of August 2026). Tenderen measures per operation per month: Pro gives 50 AI document analyses and 20 AI drafts every month, the quota resets at the turn of the month, and Enterprise is unlimited. Neither model is "free AI" — but if you bid on many tenders a year, the difference between a yearly per-tender counter and a monthly per-operation quota is worth working out.
Does Tenderen have product and CV matching like Cobrief?
Partly. CV matching, yes: the requirements overview ranks the CVs in your asset library against each staffing requirement, with a rationale per candidate. Automated product picking and price-schedule filling from a product catalogue, no — Tenderen does not offer that today. Tenderen's content library and requirement analysis help you reuse and adapt content, but that is not automated schedule filling from a product catalogue. If that is critical for your bids, it is a real argument for Cobrief.
Does Cobrief have market insight similar to Market Radar?
Yes, partly — Cobrief's Market insights tracks awards, shows who wins and which companies partner on bids, and helps you find buyers. It is a real insight product. What we have not found at Cobrief as of August 2026 is win-probability scoring calculated on historical award data and a dedicated radar for expiring contracts — Tenderen's Market Radar monitors contracts with estimated expiry and scores your chances on 750,000+ awards since 2020.
What do independent reviews say about Cobrief?
There is very little independent user coverage: as of August 2026, review sites such as SoftwareAdvice show no reviews of Cobrief, and we have not found a Trustpilot page. What exists is positive media coverage in outlets including Finansavisen and Shifter, and customer stories published on Cobrief's own pages. Be equally critical both ways: the third-party record is thin for both platforms, so try them yourself on a real tender.
